    Honourable Gentlemen and Ladies, REFELA (Network of Women Local Elected  in Africa / Standing Committee on Gender Equality of UCLG Africa), in its project to draft the "Charter of Local Authorities for Gender Equality in Africa", is sending you this questionnaire as part of a consultation and prospecting process.

    It is with gratitude and humility that I welcome you all to the Association of Local Authorities in Namibia (ALAN).  As the new President of ALAN, I am humbled by the level of trust you have bestowed on me and the rest of the board.

    We are fully aware of the task ahead of us. As a team, we shall collectively gear our efforts towards promoting the aims and objectives of ALAN. 

    We will do so with full knowledge of the challenges and the aspirations of our membership. One of our key roles is to ensure stability within the local authority fraternity to advance sustainable development in all local authorities in Namibia. 

     

    Our collective task among others is to:

    • •  Built systems and processes to ensure effective and efficient administration.
    • •  Device ways and plans to implement ALAN congress resolutions into action plans for implementation.
    • •. Introduce enabling policies for ALAN to propel amidst all challenges.
    • •. Solicit resources for the benefit of all local authorities for better service delivery.
    • •. Enhance political tolerance amongst politicians.
    • •  Change the public perception and narrative towards ALAN.

     

    We will use this platform of our website and other media avenues to exhibit our footprint and inform the general populace of key developments within the local authority community. We are cognizant of the ever-increasing demand for clean water, serviced land, housing, and safety for all residents across our towns. Urgent action is required to devise immediate interventions to address bottlenecks and bureaucratic tendencies within the supply chain. Based on the past experience and difficulties encountered to maintain sound labor relations in local authorities between politicians and council staff, an appropriate step will be taken to find out suitable alternatives to create a conducive working environment in Councils. 

    I wish to stress that our predecessors have laid a solid foundation for ALAN to be representative of all local authorities. We shall therefore gear our efforts toward promoting teamwork and unity at all levels. 

    I am the leader of ALAN but not the only one to change the image of ALAN to be a force to be reckoned with. I am appealing to all elected local authority councilors and Board members irrespective of political affiliation that we stand together during this term to change the image of our organization ALAN. ALAN is not a political party but an organization for local authorities to speak with one voice in addressing some of the pressing issues affecting local authorities.

    Let us therefore as a team face head-on the task before us. Let us win together and lose together. The local authorities have confidence and trust in us hence they decided to put us together to work together with a greater goal. See you in development.
